SD vote clears one hurdle toward first U.S. oil refinery in decades

Voters in Union County approved a zoning change that clears the way for Hyperion Oil's Elk Point refinery - this would be the first new U.S. oil refinery in about 30 years. The project still faces the gauntlet of environmental regulation compliance and of course their will be protests and lawsuits and who knows what.
