Maybe I don't understand the process, but can someone explain why Stebinger withdrew?

Hi, Anonymous. There was no procedural reason that he had to withdraw. Candidates could be dropped from the election if they failed to get 15% in each order (lay and clergy), but that and other "elimination" clauses were not in action after just one ballot.

It is likely a personal or family committment. Something like, "If I am not in a strong position after the first ballot, I will take that as the Spirit selecting one of the other candidates."

Or else he saw Tarrant with clear majorities and decided not to prolong the convention by splitting up votes with Tarrant so close.

At any rate, it was Peter's decision - he did not have to withdraw.
